随舰器材管理是装备保障中的一个重要技术领域,也是舰船装备保障工作中相对薄弱的环节。通过引入精细化管理理念,定义了随舰器材精细化管理的内涵及主要工作,通过对美军舰船随舰器材管理情况分析,总结了其成功做法及经验启示;在此基础上,结合随舰器材管理特点及保障需求,建立了随舰器材三级管理作业体系和运行机制,从数据的传输、存储、共享、交换等使用需求,设计了随舰器材信息资源体系及数据库结构,构建了随舰器材辅助管理平台总体架构及功能模块划分,提出了进一步加强随舰器材精细化管理的有效手段。研究结论对提高舰船随舰器材保障能力建设能够提供一定的借鉴。
Management of ship spare parts is not only an important technical field of equipment support, but also a weak link of navy ship equipment support. Through introducing elaborate management, we defined the connotation and main job of ship spare parts elaborate management, through information analyze of America ship spare parts management, we concluded its successful practices and enlightenment. On this basis we established a third level management system and operation mechanism of ship spare parts management in combination with feature and support need of ship spare parts management. Through use demand of data's transmission, storage, shared, exchange, we have designed the database structure of information resources system, constructed the main architecture and functional module partitioning of auxiliary management platform of ship spare parts, put forward effective means for further improve of ship spare parts elaborate management. The research conclusion can provide ship spare parts support ability construction with some reference.
