The Joint Requirements Oversight Council (JROC) authorized the requirement of aircraft carrier ship-borne unmanned aerial vehicle (MQ-25) system program, which confirmed two technical requirements:aircraft carrier adaptability and air refueling. The fundamental condition of MQ-25 program is introduced in this paper, and the acquisition strategy of U.S. navy is analyzed as well.
