为适应我国海事部门执行海上任务过程中应急指挥、联动执法和联合维权需要,迫切需要依托大型海事船舶建设先进、可靠、安全、可扩展的信息集成及指挥系统。本文提供国内首艘万吨级海事巡逻船信息集成及指挥系统的架构设计,将系统总体组成划分为综合指挥中心、全船数据中心、海事业务网、航行保障网、生活保障网,并根据各组成部分的特点进行针对性的设计。信息集成及指挥系统的建设为海事巡逻船编队在海上自组网通信、卫星网络通信等方式下的联动作业提供了实用高效的信息化指挥手段,极大提高了万吨级海事巡逻船信息化综合指挥能力。
In order to meet the needs of emergency command、joint law enforcement and joint rights protection, it is urgent to build an advanced、reliable、safe and expandable information integration and command system relying on large-scale maritime vessels. This paper provides the architecture design of the information integration and command system of the first10000-ton maritime patrol ship in China. The system is divided into integrated command center, ship-wide data center, maritime business network, navigation support network and life support network. The construction of the information integration and command system provides a practical and efficient information-based command means for the joint operation of maritime patrol ship formation under the means of maritime ad hoc network communication, satellite network communication, etc, the information-based comprehensive command capability of the10000-ton maritime patrol ship has been greatly improved.
